Up north, <a href=\"https:\/\/www.epa.gov\/international-cooperation\/epa-collaboration-canada\">policymakers in the U.S. and Canada are working together<\/a> to keep the Great Lakes intact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pennsylvania residents <a href=\"https:\/\/www.legis.state.pa.us\/WU01\/LI\/LI\/CT\/HTM\/00\/00.htm\">have a legal right<\/a> to fishable, swimmable waterways \u2013 a standard the rivers of Pittsburgh have not always met.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As an <a href=\"https:\/\/scholar.google.com\/citations?user=ndvwsLkAAAAJ&amp;hl=en\">associate professor of geology and environmental science<\/a>, I study how human activity reshapes waterways and urban landscapes. My field work with the Pittsburgh Water Collaboratory tracks changes in the city\u2019s streams and rivers over time.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The 3 rivers are improving<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Fifty years ago, a <a href=\"https:\/\/pfbc.pa.gov\/images\/reports\/2011bio\/8x04_01mon.htm\">fish population survey<\/a> caught all of the fish in the Braddock Locks, one of the nine organizational structures of the Monongahela River, and found a single fish. One fish.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2010, <a href=\"https:\/\/pfbc.pa.gov\/images\/reports\/2011bio\/8x04_01mon.htm\">during a similar survey<\/a>, over 23,000 fish, including 32 different species, were found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That recovery is significant, though <a href=\"https:\/\/theconversation.com\/the-worlds-great-fish-migrations-are-collapsing-thats-a-problem-for-millions-of-people-278970\">fish populations<\/a> alone don\u2019t determine whether a river is safe for swimming.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/images.theconversation.com\/files\/741130\/original\/file-20260610-63-qzsqrx.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/741130\/original\/file-20260610-63-qzsqrx.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A young boy swims in a river.\"\/><\/a><figcaption class=\"wp-element-caption\">Pittsburgh\u2019s rivers are improving \u2013 but are they swimmable? <a href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/benjamin-sands-of-blandon-swims-in-the-schuylkill-during-news-photo\/1315732812?adppopup=true\">MediaNews Group\/Reading Eagle via Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<a href=\"https:\/\/theconversation.com\/how-germy-is-the-public-pool-an-infectious-disease-expert-weighs-in-on-poop-pee-and-perspiration-and-the-deceptive-smell-of-chlorine-260996\">Swimmable\u201d waters<\/a> are a technical designation decided by regulators \u2013 primarily the Environmental Protection Agency and Pennsylvania\u2019s Department of Environmental Protection \u2013 who <a href=\"https:\/\/www.epa.gov\/wqc\/recreational-water-quality-criteria-and-methods\">estimate contamination thresholds<\/a> above which swimming poses a meaningful health risk. Below those thresholds, a body of water is considered safe \u2013 though individuals still make their own calculations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pittsburgh\u2019s rivers are a challenge<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Dunker <a href=\"https:\/\/hawkeyesports.com\/sports\/football\/roster\/player\/gennings-dunker\">played college football<\/a> in Iowa City, so the Iowa River offers a useful comparison. It has its own water quality problems, including dissolved nitrogen from <a href=\"https:\/\/www.foodandwaterwatch.org\/2025\/01\/29\/iowa-factory-farm-water-pollution\/\">fertilizer runoff and hog waste<\/a>. But in this case, nitrogen is primarily a concern if you\u2019re drinking the water, not swimming in it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether a river is officially \u201cswimmable\u201d and whether you want to swim in it are two different questions.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/741397\/original\/file-20260611-57-wsiwq5.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A large black pipe releases dark brown water into a river.\"\/><figcaption class=\"wp-element-caption\">Raw sewage can enter Pittsburgh\u2019s rivers with as little as a tenth of an inch of rain. <a href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/pipe-diverts-water-into-the-c-o-canal-and-around-a-broken-news-photo\/2264980573?adppopup=true\">Heather Dieh\/News Collection via Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Pittsburgh\u2019s situation is more complicated, and it comes down to sewage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The city has inherited hundreds of sewer overflow points throughout the city\u2019s three rivers \u2013 <a href=\"https:\/\/www.alcosan.org\/docs\/default-source\/clean-water-plan-documents\/alcosan_consent_decree.pdf\">the Allegheny, Monongahela and Ohio<\/a>. There are hundreds of points in the sewer network where heavy rain pushes a <a href=\"https:\/\/www.epa.gov\/npdes\/combined-sewer-overflow-basics\">mixture of stormwater and raw sewage<\/a> directly into the water. The Allegheny County Sanitary Authority, or <a href=\"https:\/\/www.alcosan.org\/\">ALCOSAN<\/a>, is the regional sanitary authority. It says overflows can occur with as little as <a href=\"https:\/\/www.alcosan.org\/docs\/default-source\/clean-water-plan-documents\/cwp-appendix-a\/cwp-appendix-a-8b_sewer-overflows-what-can-u-do-can-brochure.pdf?sfvrsn=231938f3_2\">a tenth of an inch of rain<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The potential for exposure to raw sewage makes rivers in the ALCOSAN service area unswimmable for at least 48 hours after rainstorms. The consequences of this are historically well documented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/post-gazette.newspapers.com\/newspage\/91091916\/\">In 2002<\/a>, a city councilor promoting the Pittsburgh Triathlon had to swap the swim leg for a bike leg after an overflow. <a href=\"https:\/\/www.wpxi.com\/news\/pittsburgh-triathlon-swim-seems-disregard-event-po\/139996623\/\">In 2013<\/a>, triathlon racers reportedly fell ill after competing following a storm. <a href=\"https:\/\/www.cbsnews.com\/pittsburgh\/news\/water-activities-for-pittsburgh-triathlon-and-adventure-race-cancelled\/\">The 2016<\/a> triathlon became a \u201cduathlon\u201d \u2013 the swimming portion was canceled entirely.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/images.theconversation.com\/files\/741409\/original\/file-20260611-71-uqwcp2.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/741409\/original\/file-20260611-71-uqwcp2.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"Athletes swimming in open water.\"\/><\/a><figcaption class=\"wp-element-caption\">In 2016, Pittsburgh\u2019s triathlon dropped its swim leg entirely. <a href=\"https:\/\/www.gettyimages.com\/detail\/photo\/swimmers-in-open-water-royalty-free-image\/1408684307?phrase=triathlon%20river&amp;searchscope=image%2Cfilm&amp;adppopup=true\">Sergey Mironov\/Moment Collection via Getty Images<\/a><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.alcosan.org\/clean-water-plan\/sewer-overflow-advisories\">ALCOSAN warns of overflow impacts<\/a> with orange flags at key points along the rivers. Swimming during these periods carries a meaningful risk of raw sewage exposure. For more precise information, <a href=\"https:\/\/www.threeriverswaterkeeper.org\/\">Three Rivers Waterkeeper<\/a>, a nonprofit that helps protect and restore the water quality of the Allegheny, Monongahela and Ohio rivers and their surrounding watersheds, <a href=\"https:\/\/www.threeriverswaterkeeper.org\/swim-guide\">samples the rivers and tributaries<\/a> weekly each summer as part of its Swim Guide program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, ALCOSAN is working toward <a href=\"https:\/\/www.alcosan.org\/docs\/default-source\/clean-water-plan-documents\/2020-consent-decree.pdf\">making overflows rare<\/a>, though their planning horizon for these efforts stretches to 2046.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even if Dunker retires as a beloved Steeler, the rivers at that point will likely still be unswimmable after rainstorms.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">When is it safe to swim?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Even during dry stretches, Pittsburgh\u2019s rivers carry the legacy of their industrial past.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Abandoned coal mines and slag piles \u2013 mountains of waste left over from steel, mining and coal operations \u2013 continue to <a href=\"https:\/\/www.alleghenyfront.org\/pennsylvania-frack-waste-water-radioactivity\/\">contribute dissolved materials<\/a> to southwestern Pennsylvania waters. And like nitrogen, their risks to a swimmer aren\u2019t well understood. People are left making a personal call without much guidance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fishing has clearer direction. Pennsylvania issues <a href=\"https:\/\/www.pa.gov\/agencies\/dep\/programs-and-services\/water\/clean-water\/water-quality\/fish-consumption-advisories\">specific advisories<\/a> on how much fish you can safely eat from a given stretch of river. These advisories account for that lingering contamination.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/images.theconversation.com\/files\/741399\/original\/file-20260611-57-lt3p08.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/741399\/original\/file-20260611-57-lt3p08.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A group of people sitting along the bank of a river full of boats.\"\/><\/a><figcaption class=\"wp-element-caption\">The three rivers define Pittsburgh, but swimming in them remains complicated. <a href=\"https:\/\/newsroom.ap.org\/home\/search?query=pittsburgh%20boats&amp;mediaType=photo\">AP Photo\/Keith Srakocic<\/a><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Dunker\u2019s enthusiasm for the possibility of fishable, swimmable rivers shows us what could be.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those who have lived in Pittsburgh for years have witnessed incidents, including <a href=\"https:\/\/www.epa.gov\/emergency-response\/floreffe-pennsylvania-oil-spill\">oil spills<\/a> and <a href=\"https:\/\/environmentamerica.org\/pennsylvania\/updates\/report-9-billion-gallons-of-sewage-stormwater-overflowing-into-pittsburghs-three-rivers\/\">sewage overflows<\/a>, that invite skepticism about river safety. But as we witness the city\u2019s rivers steadily improve, some of us wonder whether they indeed will be fishable and swimmable in the near future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The march toward cleaner, healthier rivers continues, and I believe joyous optimism like Dunker\u2019s fuels this progress.
